The Rules of Council, codified herein as §§ 220.01 through 220.30, may be amended or altered, or new rules may be adopted, at any time, but in the case of an amendment, alteration or adoption of new rules, the matter shall be referred to the proper committee for report, and any such amendment, alteration or new rules shall be read on three different days, unless the rules are suspended by a two-thirds vote of the members of Council. Any such amendment, alteration or adoption of new rules shall be by a majority vote of the members.
