(a) Each application for a zoning permit shall be accompanied by the required fee, as follows:

(b) The fee shall not be refunded if the permit is refused.
(c) In the event that a fee is not provided for in subsection (a) of this section, the applicant shall be charged a minimum fee of forty dollars ($40.00) with the application. An additional fee shall be paid upon granting the permit, which additional fee shall be equal to the actual cost to the city for approving and issuing the permit and the anticipated costs for inspection.
