There is hereby established a Public Utilities Commission which shall consist of the Mayor, the Public Service Administrator, the City Engineer, the Director of Finance, the President of Council and one other Council member selected by the President and approved by Council. The Commission shall appoint a Secretary, who shall not be a member of the Commission, to serve at the pleasure of the Commission. Commission members shall serve without compensation. The Mayor and the President shall serve as co-Chairperson and the Commission shall meet upon the call of Council or either co-Chairperson.
