(a) The length, width and shape of a block shall be determined with regard to:
(1) The provision of adequate building sites suitable to the needs of the type of use contemplated;
(2) Zoning requirements as to lot sizes and dimensions;
(3) The need for convenient access, circulation, control and safety of traffic; and
(4) Limitations and opportunities of topography.
(b) Blocks that abut an arterial or collector street or approved private drive may be required by the Planning and Zoning Commission and be designed to:
(1) Align blocks with their greater dimension parallel to and adjoining the arterial or collector street or approved private drive;
(2) Provide property access or service streets parallel to and adjoining the arterial or collector street or approved private drive; and
(3) Abut the arterial or collector street or approved private drive with lot lines across which vehicular access is prohibited by plat restriction (non-access reservation).
(c) Where a block is over 900 feet in length, a crosswalk easement not less than ten feet in width may be required, if necessary, to provide for access to schools, playgrounds, shopping areas and other facilities.
