(a) All streets shall be designed and constructed in accordance with the standards as specified in the following table. The design and improvement standards are suggested minimums.

(c) The pavement of cul-de-sacs shall be designed as follows:
(1) The pavement diameter as measured to the edge of pavement shall be 30 feet less than the right-of-way diameter; and
(2) The center of the cul-de-sac shall be paved when the pavement diameter is less than 120 feet.
