This chapter shall control the manner in which streets, lots and other elements of a subdivision are arranged on the land. The design controls set forth in this chapter are intended to help ensure the convenience and safety of streets, the creation of usable lots, the provision of space for public utilities, the provision for adequate drainage controls and the control of land for recreational areas.
