§ 1222.08  PROCEDURES FOR SUBDIVISION APPROVAL.
   The following procedures shall be a part of the pre-application meeting as required by Chapter 1244 of the Subdivision Regulations.
   (a)   The Planning and Zoning Commission and the subdivider shall accurately locate the proposed subdivision on a one inch equals 1,000-foot scale base map of the city.
   (b)   The transparent overlay districts shall be placed over the base map to determine if any of the environmental elements are included within the boundaries of the  proposed subdivision.
   (c)   The Commission shall carefully review with the subdivider the intent of the Environmental Quality Overlay Districts.
   (d)   If it is determined by the Commission that the proposed development will encroach upon any or all of the environmental elements, the Commission may impose necessary and reasonable conditions and restrictions on the development to help ensure that the appropriate environmental elements are protected and preserved to the extent possible.
   (e)   Adherence to the conditions and restrictions relating to the Environmental Quality Overlay Districts is required for approval of the subdivision plat.
