(a) The Department of Public Service shall provide services for grave digging and the removal of excess dirt. The Department shall also provide snow plowing services for the various cemeteries.
(b) The placing and maintaining of headstones and monuments shall be in accordance with the rules and regulations adopted by the Mayor, concerning the operation and maintenance of the cemetery, and based upon recommendations of the Cemetery Sexton.
(c) As requested by City Council, the Mayor shall present operating budgets to be approved by Council, covering operation of the city cemeteries.
(d) The Director of Finance shall maintain a separate account covering operation of the city cemeteries and shall act as the agent of the Mayor and account for all funds received, disbursed or transferred.
