The Mayor is hereby authorized to enter into an agreement and plan of commercial, distribution and research development with the Community Improvement Corporation in substantially the form and containing the provisions attached to original Ord. 81-O-55, passed August 31, 1981, as Exhibit A, and the terms and provisions of such agreement and plan are hereby confirmed in all respects insofar as it embodies and constitutes the plan of commercial, distribution and research development for the city under Ohio R.C. 1724.10.
