§ 1026.02  PERMIT FEE; INSTALLATIONS BY CITY; CHARGES.
   (a)   Any property owner who obtains a permit for filling in, covering, regrading or installing storm sewers and basins, or for altering the course or grade of a roadside drainage ditch, tree lawn or other portion of a dedicated street or highway, shall first pay to the city a fee as stated in the Fee Schedule in § 236.07 of the City of Kirtland Codified Ordinances to defray the cost of inspection and approval.
   (b)   After obtaining a permit from the City Engineer, the property owner may request that the city install storm sewers and basins in the roadside drainage ditch, and if the city has the time and manpower available, the city, at its sole discretion, may install storm sewers and basins and charge the property owner the then current prices established by the Director of Public Service.
