(A) The collection period for rubbish, garbage, trash and recyclables is hereby defined as the regularly scheduled and announced collection day, after 2:00 p.m. on the day immediately preceding the collection day, and ending at 9:00 p.m. of the collection day (or before 9:00 p.m. on the day immediately after the collection day if the collection is delayed due to weather or a holiday).
(B) It shall be unlawful for any person to place bags or containers for the private collection of solid waste including rubbish, garbage, trash and recyclables in violation of this section, shall constitute a public nuisance effecting health pursuant to § 92.02, and shall be subject to enforcement pursuant to § 92.07.
