(A) Designated official. The Administrator or his or her representatives shall be the official primarily responsible for administration and enforcement of this chapter. The Village Engineer shall be the Administrator for the village.
(B) Inspections. The Administrator or his or her representatives are authorized to enter upon any land or water to inspect development activity and to verify the existing conditions of a development site that is currently under review.
(1) Inspections during construction.
(a) A village representative shall conduct periodic inspections of the work in progress to be certain that the stormwater management system is being constructed as designed.
(b) If any violations of the provisions or requirements of this chapter are noted during such inspections, the village shall notify the property owner and other entities having jurisdiction in writing of the items needing correction.
(c) The property owner shall have ten calendar days to make the corrections unless given a specific extension of time in writing by the village.
(d) Failure to complete the corrections within the specified time period shall constitute a violation of this chapter.
(e) Violation of the provisions of this chapter may be referred to or jointly enforced with other entities having jurisdiction.
(2) Final inspection.
(a) Upon notification by the property owner that the stormwater management system is completed, the village shall conduct a final inspection.
(b) If the stormwater management system is found to contain deficiencies which require correction, the village shall notify the property owner and other entities having jurisdiction of the necessary corrections.
(c) The property owner shall correct the deficiencies within ten calendar days unless given a specific extension of time in writing by the village.
(d) Failure to complete the corrections within the specified time period shall constitute a violation of this chapter.
(e) Upon completion of the stormwater management system and all noted deficiencies, the owner shall perform a site survey and submit as-built plans and revised stormwater management calculations to the village. A registered professional engineer shall certify the as-built plans and calculations.
(f) Upon finding that the stormwater management system and as-built plans meet the provisions and requirements of this chapter, the village shall issue in writing a notice of stormwater management system completion to the property owner.
