(A) It shall be unlawful for any person to be found drunk, intoxicated or under the influence of intoxicating liquor upon any public thoroughfare or other public place.
(B) It shall be unlawful for any person to drink intoxicating liquor while on any public street, sidewalk or thoroughfare; provided, that liquor may be sold or dispensed in a public park where approval has been granted by the Village Board and the Local Liquor Commissioner.
