It shall be unlawful for any person to erect or maintain any electric fence or any fence constructed in whole or in part of barbed wire or to use barbed wire as a guard to any parking lot, stairway, or entrance to a building or parcel of land. The construction of picket fences with pointed ends and/or barbed wire fences is hereby prohibited in residential districts in the village.
