The minimum physical requirements at all times and location of each junk yard shall be as follows:
(A) The premises where the junk yard is located shall not have more than two entrances thereto and two exits therefrom, each of which shall not exceed 15 feet in width at the perimeter of the premises.
(B) The premises where the junk yard is located shall be enclosed on its perimeter with a solid, nontransparent, vertical wall or fence of a minimum height of seven feet, measured from ground level, excepting from the entrances and exits permitted by division (A) hereof.
(C) The aforesaid solid, nontransparent wall or fence, and the gates or doors, at the aforesaid entrances and exits, shall not contain any sign, poster or advertising matter of any kind whatsoever, excepting one sign of the licensee thereon not exceeding 20 square feet in size.
(D) The public streets and alleys adjacent to the junk yard shall not have junk thereon.
(E) It shall be unlawful for any person to locate, establish, conduct or maintain any junk yard in any block in which two-thirds of the buildings on both sides of the street are used exclusively for residential purposes or which are within 100 feet of any such street or any block without the written consent of a majority of the property owners according to frontage on both sides of the street; provided, that in determining which of the buildings are used exclusively for residential property, any building fronting upon another street and located upon a corner lot shall not be considered; and provided, further, that the word “block” as used in this section shall not be held to mean a square, but shall be held to include any portion of the street in question which lies between the two nearest intersecting streets, one on either side of the lot on which the junk yard is located, established, conducted or maintained.
(F) The written consent as required in division (E) hereof needs not be resubmitted upon renewal of license for junk yard at any one location if there are no changes in the ownership, location, size, physical requirements or the method of operation.
