§ 95.01 FALSE ALARM CALLS; STATUS.
   (A)   The Village of Kirkland is a non-home rule municipality organized and operating under the authority of the Illinois Constitution and laws of the State of Illinois.
   (B)   The village is granted the police power to regulate in favor of the health, safety and welfare of the residents of the village.
   (C)   There are certain properties in the village, both residential and commercial, which have installed alarm systems pursuant to all village requirements.
   (D)   The village is required to dispatch its personnel to respond to calls when one of these alarm systems is activated, and as a result the village incurs certain costs in responding to the scene of the alarm.
   (E)   The Village Board has determined that when alarms are falsely activated on numerous occasions, the owner or tenant of the property in question should be charged or fined, which in part will pay the village’s personnel costs.
