§ 92.11 PLANTING TREES OR OTHER SHRUBS ON THE PUBLIC RIGHT-OF-WAY.
   (A)   It shall be unlawful to plant any tree or shrub in the public right-of-way without a permit, as further described in § 92.03. Any person who plants a tree or shrub without a permit shall be responsible for the village’s cost of maintenance and/or removal, including without limitation any necessary or consequential property damage, in addition to penalties for the violation.
   (B)   Nothing in this section shall limit or restrict the village from planting any tree or shrub on any public property or right-of-way.
