§ 92.03 PERMIT REQUIRED TO PLANT OR REMOVE TREES OR OTHER SHRUBS ON PUBLIC PROPERTY.
   (A)   It shall be unlawful to plant any tree or shrub in any public street or parkway or other public place without first having secured a permit therefor. All trees and shrubs so planted shall be placed subject to the direction and approval of the Superintendent of Public Works or his or her representative, and such person shall take into consideration, where practicable, the recommendations of the Kirkland Tree Commission.
   (B)   Applications for such permits shall be made to the Superintendent of Public Works and shall be approved before issuance.
