(A) It shall be unlawful to plant any tree or shrub in any public street or parkway or other public place without first having secured a permit therefor. All trees and shrubs so planted shall be placed subject to the direction and approval of the Superintendent of Public Works or his or her representative.
(B) Applications for such permits shall be made to the Superintendent of Public Works and shall be approved before issuance.
