SCHEDULE IV. TEMPORARY RESTRICTIONS; SNOW AND PARADE ROUTES.
   (A)   Snow route; removal risk.  
      (1)   An emergency is automatically declared to exist within the village whenever there is an accumulation of snow and/or ice of two inches or more, at which time it shall be unlawful for any person to park, or allow to remain parked and/or unattended, any vehicle (as defined in the Illinois Vehicle Code 625 ILCS 5/1-100 et seq.) or any other item of personal property or material on any improved or paved village street until the streets have been cleared of snow and ice.
      (2)   In addition to the fines provided for in this section, any vehicle (as defined in the Illinois Vehicle Code 625 ILCS 5/1-100 et seq.) which is parked in violation of this section may be towed or any other item of personal property or material may be removed and disposed at the discretion of the Police Department. All towing charges and disposal storage fees shall be the responsibility of the owner of the property.
      (3)   Any person violating any provision of this section shall be fined as set forth in Chapter 10, Appendix A of this code for each offense. A vehicle (as defined in the Illinois Vehicle Code 625 ILCS 5/1-100 et seq.) which is parked and/or unattended upon an improved or paved village street when there is an accumulation of snow and/or ice of two inches or more shall be prima facie evidence of a violation of this section by the person in whose name the vehicle (as defined in the Illinois Vehicle Code 625 ILCS 5/1-100 et seq.) is registered. In addition, any item of personal property or material which is left unattended upon an improved or paved village street directly in front of and on the same side of the street, shall be prima facie evidence of a violation of this section by the abutting property owner when there is an accumulation of snow and/or ice of two inches or more.

   (B)   No-parking parade route. It shall be unlawful for any vehicle to park on any street within the village that has been posted as “No Parking” for parade purposes or designated as a detour route during a parade. Any vehicle so parked may, in addition to a fine, be towed at the vehicle owner’s expense.
