§ 71.01 PROHIBITED ACTS, CONDITIONS.
   (A)   Noise-making devices prohibited. It shall be unlawful to operate any vehicle equipped with a gong, siren or other noise-making device excepting when the gong, siren or other noise-making devices are part of the equipment of the fire apparatus or other emergency vehicles. It shall be unlawful to operate upon the streets of the village any vehicle equipped with a gong, siren or any other noise-making device.
   (B)   Clinging to vehicles. It shall be unlawful for any person traveling upon any vehicle to ride in any portion of the vehicle excepting the portions intended for occupancy by persons, with the exception that persons may occupy the inner portions of a truck or wagon box, and no person shall ride upon the running board or fender of any vehicle.
   (C)   Parking on unimproved surfaces.  
      (1)   It shall be unlawful for the owner or operator of any motor vehicle or recreational vehicle to park a motor vehicle or recreational vehicle or for the owner of any property to allow a motor vehicle or recreational vehicle to be parked upon premises zoned for residential use unless within a garage or upon a paved or unpaved driveway leading directly from the roadway to the garage or parking stall. No parking shall be allowed on any unimproved surface. A motor vehicle or recreational vehicle must be parked in the owner or operator’s own driveway, side yard near the side of the house or rear yard so long as the parking of the motor vehicle or recreational vehicle does not obstruct the view of any motor vehicle operating on a city street, obstruct the view of any motor vehicle traffic, block the clear view of any street, street intersection, alley or driveway, or obstruct the view or block the entrance to any driveway. The improved surface shall consist of four inches of concrete over a four-inch compacted gravel base, two inches of asphalt over a six-inch compacted base, paving bricks designed for motor vehicle traffic, four-inches of compacted gravel, or other surface as approved by the Village President. Motor vehicles or recreational vehicles parked on an approved surface shall be accessible without maneuvering over lawn, grass, or curbs.
      (2)   As used in this section:
         RECREATIONAL VEHICLE. Includes, but is not limited to, camper trailer (pop up), motor home, off-road vehicle, open trailer, pickup camper, snowmobile, travel trailer and watercraft.
         UNIMPROVED SURFACE includes but is not limited to grass and dirt surfaces.
      (3)   It shall not be a violation of this section if the vehicle is parked on an IMPROVED SURFACE, defined as gravel, concrete, asphalt or other surface as approved by the Village Zoning Administrator.
