The Superintendent and every person and inspector under his or her direction shall have ready access to the place, premises or buildings where any meters are located for the purpose of reading, examining, testing and repairing the same, and examining the consumption, use and flow of the water, and it shall be unlawful for any person to interfere with or obstruct the Superintendent or any other person or inspector acting under him or her in their work hereunder.
