(A) Any customer of the refuse collection of the city who lives within the city limits may participate in the curbside collection of recyclables.
(B) Once the recyclables have been placed at the curbside of the customers home in the manner set forth in guidelines of the city, such recyclables shall be the property of the city. Should any individual, other than an employee of the city, collect the recyclables from the property of a refuse collection customer without the written authorization of the city, he or she shall commit a violation of this subchapter punishable as set forth in § 50.99.
