Any person aggrieved by an order of the Trailer Commission granting, denying, renewing or revoking a license under this chapter may file a written request for a hearing before the Trailer Commission, within ten days after issuance of such order. The Commission shall give notice of a public hearing upon this request, to be held in not less than five days after service of the notice on the parties requesting the hearing. The Commission shall determine whether the granting, denial, renewal or revocation of the license was in accordance with the provisions of this chapter and shall issue a written finding of fact and an order to carry out its findings and conclusions. These findings of fact and order shall be filed with the City Recorder and copies served by the Commission upon all parties appearing or represented by counsel at such hearing.
