(A) Should a permit be requested on an emergency situation and the City Supervisor determines that an emergency does not exist, the applicant shall pay to the city a penalty.
(B) Should an individual, business entity, or licensed contractor fail to obtain a building permit prior to beginning any work requiring such a permit, the individual, business entity, or licensed contractor shall be fined and the city police shall have the right to issue a stop and cease work order until such time as the fine is paid in full and an appropriate building permit is obtained in accordance with the provisions of this subchapter.
(C) Should any person continue to perform work when a building permit has been suspended or revoked through the issuance of a stop work order, except such work as that person is directed to perform to remove a violation or unsafe condition, he or she shall be subject to be fined for each day that the work continued after the issuance of the stop work order.
