In the event that any owner, as hereinbefore defined, shall fail to perform his or her duty to remove and/or abate as hereinbefore described and requited by §§ 92.02 and 92.03, the City Council, or Mayor, may give, or cause to be given, a notice in writing to any such owner of land or personal property to remove or correct the refuse, garbage, ashes, unsightly and unmown yards and real estate, junked vehicles, salvage or abandoned property.
