§ 92.02 DUTY OF PROPERTY OWNER, TENANT OR POSSESSOR AS TO REMOVAL AND THE LIKE.
   (A)   It shall be the duty of every person, firm or corporation owning, leasing, occupying or possessing any lot, parcel of land or property, whether vacant or occupied, or any item of junked personal property including junked vehicles, within the city, to keep the same free at all times from any and all refuse, garbage, ashes, junked vehicles, salvage or personal property as hereinbefore described, including, but not limited to, any dirt, rubbish, debris, unmown grass, weeds, brush, trees, plant growth, filth or other deleterious material which may endanger or injure neighboring property or the health, safety, morals or welfare of the residents of the city; and to cut, remove and prevent the same from existing or accumulating in an unsightly manner, all at the expense of such owner; and the keeping, maintenance and storage thereof within the corporate limits of the city is hereby declared to be a public nuisance and dangerous to the public safety, health and morals.
   (B)   It shall further be the duty of every person, firm or corporation owning, leasing, occupying or possessing any lot, parcel of land or property, whether vacant or occupied, to be responsible for the mowing and trimming in a proper manner of the yard and real estate of such owner and to maintain and keep all abutting sidewalks swept reasonably clean and free of grass trimmings, Further such owners shall be responsible for any grass clippings or trimmings that are dropped or blown onto the roadway abutting the property and shall clean and/or blow said grass clippings from the roadway. The maintenance of such as herein set forth shall be all at the expense of such owner, and the keeping and maintenance of such yard or real estate in an unsightly and unattended manner, within the corporate limits of the city is hereby declared to be a public nuisance and dangerous to the public safety, health and morals.
   (C)   Notwithstanding the foregoing, one nonconforming vehicle will be allowed per residence provided that it is covered with a fitted cover, designed for the specific purpose.
