§ 78.99 PENALTY.
   (A)   Any person who shall violate or fail to comply with any of the provisions of §§ 78.01 through 78.12, or who shall counsel, aid or abet any such violation or failure to comply, shall be deemed guilty of an offense and shall be punished by a fine of at least $1 and not to exceed $100 or by imprisonment for not to exceed 30 days, either or both penalties to be imposed at the discretion of the Police Court Judge of the city.
   (B)   Any owners, operators or drivers of the cited vehicles or objects violating §§ 78.25 through 78.30 shall be subject to having their vehicles or objects towed away at his or her expense and may be found guilty of a misdemeanor and upon being found guilty by a trial or pleading of guilty, shall be fined not less than $25 nor more than $200, plus costs; or by imprisonment in the county jail not exceeding ten days at the discretion of the Mayor, or both.
