(A) From the effective date of the budget, the several amounts stated therein as proposed expenditures shall be and become appropriated to the several objects and purposes therein named.

(B) All appropriations shall lapse at the end of the budget year to the extent that they shall not have been expended or lawfully encumbered.

(C) In the absence of unappropriated available revenues to meet emergency appropriations, the Council may authorize by ordinance the issuance of notes, which may be renewed from time to time, but all such notes and renewals thereof shall be paid not later than the last day of the fiscal year next succeeding the budget year in which the emergency appropriation was made.
