(A) The Council shall determine a place and time for a public hearing on the budget and shall post a notice thereof which shall be not less than five days before the date of the hearing.

(B) After the conclusion of a public hearing, the Council may insert new items or may increase, decrease or delete the items of the budget; but, should the total proposed expenditures be increased, it shall also increase the total anticipated revenues by an amount at least equal to such proposed total expenditures, except for items of capital outlay to be financed through sources not listed or contained in the budget.
