Each budget year, a budget shall be prepared by the Town Manager prior to the new fiscal year. For such purpose, he shall obtain from the heads of each office or department, and in such detail as he may require, estimates of expenditures and such other supporting data as he may request, together with estimates of all capital projects pending or which such department head believes should be undertaken within the budget year and within the next five succeeding years.
