The members of the Commission shall incur no obligations for which the town may be liable, without the specific authorization of the Town Council. The Commission may solicit and receive funds for carrying out the objectives and purposes of the Commission as herein defined and may expend such funds so received, or otherwise made available to it, for such objects and purposes.
