§ 33.14 ARB REVIEW.
   (A)   Review process. The ARB will review the submittal and hear any presentations by the developer or their agents prior to commenting on the submittal. After discussion, the ARB may accept or reject the plans. In the case of a rejection or an approval with certain stipulations, the ARB will provide written comments and additional requirements concerning the proposed project to the applicant within 15 working days.
   (B)   Rejection of plans. When the ARB deems necessary to reject the plans, for any reason, the developer may resubmit revised plans for the review at the next regular meeting of the ARB and may continue submitting plans until the project is approved. No project may proceed to issue of building permits or initiation of construction without approval from the ARB.
   (C)    Non-compliance . If a developer proceeds with work without ARB approval or makes substantial changes to the design after initial approval of the ARB without seeking ARB approval for said changes, the town may require the developer to stop work on the project until the necessary approvals or revisions have been made. In a case as this, the developer will bear all costs, penalties, interests and loss of revenue resulting from his actions, until such time as the project can be brought into compliance.
