§ 33.10 PURPOSE.
   (A)   That in order to achieve the purpose of the Core Commercial District Plan in accordance with S.C. § 5-23-310, an Architectural Review Board (ARB) is hereby created. The Review Board shall consist of seven members, who shall be appointed by Town Council. All members appointed to the Board shall be residents or affiliated with a business or industry located in the Town of Kingstree. All members of the Board shall have a demonstrated interest in historic preservation. If available in the community, the Board shall have at least one member who is qualified as:
      (1)   A historian knowledgeable in local history;
      (2)   An architect, or if an architect is unavailable to serve, someone knowledgeable in building design and construction;
      (3)   A member of the Core Commercial Business District;
   (B)   The terms of office for the members shall be staggered terms of four years. Any vacancy in the membership shall be filled for the unexpired term in the same manner as the initial appointment. Members shall serve without pay but may be reimbursed for any expense incurred while representing the ARB.
   (C)   The purpose the ARB is to protect the integrity of the Core Commercial District and to ensure the level of quality of all constructed projects within the district. The ARB shall have the authority to request additional information, suggest revisions, and approve or disapprove plans for proposed projects, with an accompanying recommendation. Final approval will be made by the Kingstree Planning and Zoning Commission, leading to the issuance of building permits.
   (D)   The ARB shall have such other powers and duties as provided in Chapter 154 (Historic Preservation).
