§ 32.02 FIRE CHIEF.
   The Chief of the Fire Department shall have general superintendence and control of the Department. During the progress of a fire, he shall have all rights and powers of a policeman. He shall have power to make rules and regulations for the discipline of the members and the prevention of fires, subject to the approval of the Council.
