(A) A voice motion by a member of Council shall be considered to be the introduction of an oral resolution which shall require no written record other than a notation by the Clerk in the Council minutes. However, a resolution proposed in writing shall be introduced in the same manner as an ordinance and in such form as may be recommended as applicable by the Town Attorney, when appropriate.

(B) Written or oral resolutions may be adopted on one reading unless a public hearing is set by a majority of the members of Council present.
