§ 30.45 INTRODUCTION OF ORDINANCES.
   An ordinance may be proposed by any member of Council or Town Manager. A proposed ordinance shall be referred to the Town Attorney, when appropriate, for approval as to legality and form, and he shall render assistance in the preparation of ordinances when requested to do so. After an ordinance is in proper form and the required notices have been given, the Clerk shall hold the ordinance for public inspection. An ordinance shall be deemed to be introduced when, at a public meeting of Council, its title is read, after appearance on an agenda.
