(A) The Code Enforcement Officer may determine that a building is unfit for human habitation if he finds that conditions exist in the building which are dangerous or injurious to the health, safety or morals of the occupants of the building, the occupants of the neighboring buildings or other residents of the town.
(B) Conditions may include the following:
(1) Defects therein increasing the hazards of fire, accident or other calamities;
(2) Lack of adequate ventilation, light or sanitary facilities;
(3) Dilapidation, disrepair, structural defects or uncleanliness; or
(4) For any such condition deemed to be a hazard and unsafe for the residents of the town.
