§ 150.11 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ANSWER. The response of the accused to the complaint, denying in whole or in part.
   BUILDINGS. Any building, structure or part thereof used and occupied for human habitation or intended to be so used, including any outhouses and appurtenances belonging thereto or usually enjoyed therewith.
   CODE ENFORCEMENT OFFICER. An individual appointed by the Town Administrator who shall have powers described in this subchapter, in addition to any other powers granted to the officer by this code and any other ordinance or act of the town.
   COMPLAINT. The initial charge that a person has committed an offense presented in which action to comply will commence.
   DILAPIDATION. A structure in a state of disrepair or ruin as a result of age or neglect.
   HEARING. A proceeding which definite issues of fact or law are to be tried.
   HUMAN USE. The ability for a person to use the structure for its intend purpose, be it commercial, residential, or other purpose.
   ORDER. A mandate to perform an action within a specific period of time.
   OWNER. When applied to a structure or land, the holder of the title in fee simple, any part-owner, joint owner, tenant in common, joint tenant or tenant by the entirety, and/or every mortgagee of record, of the whole or part of such structure or land.
   PARTIES IN INTEREST. All persons who have an interest of record in a structure and any other occupant or person in possession thereof.
   PETITION. A formal petition for the exercise of action for some matter therein.
   PRELIMINARY INVESTIGATION. The initial inquiry by the Code Enforcement Officer to determine whether an alleged defect from compliance has a semblance of proof.
   REASONABLE COST. Determined as 50% or less of the tax assessor's value of the structure at the time of needed repair.
   STRUCTURE. Permanent and/or temporary property that is built by putting parts together and that usually stands on its own.
   ZONING BOARD OF APPEALS. A quasi-judicial body with the authority to direct the proper usage and maintenance of structures within a set jurisdiction.
