(A) No supplier of water, gas or electric service shall initiate service to a building unless the owner thereof has been issued a building permit or certificate of occupancy for the building.

(B) The power lines serving buildings in the downtown area of the town shall be attached to the rear of the building to be served. The downtown area where referred to in this section shall include all of that area of the town presently zoned Core Commercial.

(C) There shall be, and is hereby required, upon all of the businesses of the town, for the conversion of the overhead electrical lines to underground lines through the rewiring of the electrical service from the above ground service poles to the rear of the building. Requests for same shall be in writing to businesses in anticipation of efforts toward the revitalization of the town.
