Whoever shall borrow from any library, school, museum, collection or exhibition any book, newspaper, magazine, manuscript, writings, pamphlet, publication, recording, film or other article belonging to or in the care of said organizations, under any agreement to return it, thereafter shall fail to return said borrowed article, shall be given written notice, mailed to his last known address by certified mail or delivered in person, to return such borrowed article within 15 days; and in the event that such person shall thereafter willfully and knowingly fail to return such borrowed article within 15 days, such person shall be guilty of a misdemeanor.
