A majority of the Council shall constitute a quorum for the conduct of business at any meeting. Except as otherwise provided by state law or this code, all proceedings of Council shall be governed by Robert's Rules of Order. The Town Attorney shall act as parliamentarian. In his absence, all questions of order shall be decided by the Mayor or, in his absence, the presiding officer, without debate, subject to an appeal to the Council.
