§ 94.03 STREET NAMES; CHANGES, NEW STREETS.
   (A)   Requests for street name changes shall be made in writing to the Town Manager. For requests that the naming or renaming be in honor of an individual, the individual should be one of preeminence within the Kingstree community. Special consideration may be given to honoring those individuals who are deceased. At the next regular Council meeting after a 30-day review period the Manager shall provide the Council with a list of approved names for their consideration. This change will require two readings which shall be held at regular Council meetings, unless in the opinion of Council, time constraints warrant special meetings for this purpose. Nothing herein is to be construed to limit the authority of the Council to request any information it deems pertinent, act upon any request without regard to this procedure, initiate any naming of any existing unnamed street or renaming of any existing named street, or forgoing the list of recommended names and choosing any other name it deems appropriate.
   (B)   Requests for the naming of newly constructed streets shall be in accordance with the procedure as outlined in division (A) above.
   (C)   No street within the town limits shall be named or renamed if there exists within a five-mile radius of city center another street so likewise named. For purposes of this section, city center shall be defined as the intersection of Main and Academy.
