§ 90.49 AUTHORITY OF OFFICIALS AS TO VIOLATIONS.
   (A)   For the purpose of discharging the duties imposed by this chapter and the State Rabies Control Act of 1969, being S.C. Code §§ 47-5-10 et seq., as amended, and enforcing the provisions of same, any officer duly authorized by the town is hereby empowered to enter upon any private property for the purpose of enforcing this section and to ascertain whether any dog is present, kept, harbored or cared for thereon; whether the owner has secured a current calendar year town dog license and tag, and/or secured a current rabies vaccination certificate and tag; to issue notices or violation to owners of dogs found running at-large and/or to impound dogs found to be in violation of this chapter. The said officers are hereby vested with all powers, duties and responsibilities contained herein, nor shall any person interfere, hinder or molest any officer in the performance of his duties.

   (B)   The Animal Warden or any other employee duly authorized by the town or any municipal policeman shall have the authority to issue to any owner of a licensed dog found at-large, without seizing and/or detaining said dog, a notice of violation in lieu of impoundment. A notice of violation shall be a printed form similar in design to a traffic ticket in use by the Police Department and in sufficient duplicates so as to afford a copy for the violator, the Animal Warden, and for any other authorized records.
