(A) Customers experiencing a severe increase in their utility bill may be eligible for an adjustment to that bill if, and only if, the bill being considered is twice the normal six-month average for water and sewer charges for that account.
(B) The garbage fee, meter rent and service fee will not be included in determining the normal six-month average.
(C) A water user may have no more than one adjustment, to no more than one bill, on an account during any 12-month period.
(D) Adjustments made to any account by the town due to a billing error by the town, are not considered as an individual adjustment. More than one adjustment may be considered if it is found to be an unusual occurrence and is found to warrant an adjustment and is approved by the Town Manager.
(E) A "leak" is defined as the loss of water due to broken or burst water lines/pipes, an improperly functioning toilet fixture or a damaged valve on a hot water heater. Outside spigots left on will not be considered a leak and, therefore, no adjustment will be made on that account. The responsibility of the town for leak repairs ends at the discharge point of the water meter. Any leaks and repairs thereof beyond the discharge point of the water meter are the responsibility of the customer. All water passing through the meter is the responsibility of the customer.
(F) Customers requesting such adjustments must have had a valid leak and show proof of repair.
(G) The customer's bill will be adjusted down to the average of the water and sewer charges on the high bill and the previous two bills. Trash and any other fees will not be included in the adjustment and will be due as presented on each bill.
