(A) All meters shall be read once a month, and each monthly bill shall become due and payable in its entirety on the fifteenth day of the month. If the Town Hall is not open for business on said day, the bill shall be due and payable on the next business day. Any customer failing to pay their water bill by this date shall be charged a penalty of 15% which shall be collected along with the water bill. Penalties shall be added at 8:00 a.m. on the second business day after the bill is due and payable.
(B) If any customer has a balance of $10 or more on the last day of the month, a non-payment fee of $40 will be added. If the unpaid past due amount is $15 or more on the third day of the next month, all services to such customer shall be discontinued and shall remain discontinued until such customer has paid the customer’s past due balance, including the non-payment fee of $40.
(C) For each customer who also receives sewer service, a monthly sewer service charge as hereinafter provided shall be added to the water bill and collected as a part thereof.
(D) It is the policy of the town to discontinue utility service to customers by reason of nonpayment of bills. The town's form for application for utility service and all bills shall contain title, address, room number, and telephone number of the official in charge of billing, and that all bills are due and payable on or before the date set forth on the bill.
(E) Requests for delays or waiver of payment will not be entertained; only questions of proper and correct billing will be considered. In the absence of payment of the bill rendered or resort to the hearing procedure provided herein, service will be discontinued at the time specified.
(F) In the event any customer fails to pay the imposed garbage fee, the Water Superintendent is hereby authorized and directed to cut off the water supply for such customer in the same manner as if the said customer failed to pay its water bill.
(G) Non-refundable administrative fees. All first-time Kingstree water customers are required to pay a non-refundable administrative fee as follows:
Residential fee $50
Commercial fee $75
New renter connection $75
