Any resident or business of the town which does not properly dispose of his, her or its trash or garbage and allows the same to accumulate in such a way as to constitute a nuisance or to adversely affect the health or welfare of residents of the town shall, upon conviction, be subject to a fine of not more than $500 or imprisonment for not more than 30 days for each such offense.
