(A) It shall be unlawful for any two or more persons within the city to assemble together for any unlawful purpose or being assembled, to act in concert to do any unlawful act with force and violence against the property of the city, or to the person or property of another, or against the peace or to the terror of citizens or other persons or who shall make any movement or preparation therefor.
(B) No person shall knowingly suffer or permit any assemblage for the purpose of committing any unlawful act or breach of the peace or any riotous, offensive or disorderly conduct in or upon the premises owned by him or her or under his or her control within the city.
