§ 115.28 PERMIT INVESTIGATION.
   The City Manager shall examine all applications for permits under this subchapter and shall make, or cause to be made, the further investigation of the application and the applicant as the official deems necessary in order to perform the duties under this subchapter. Upon request by the City Manager, the applicant shall make available for inspection by the City Manager, or any person designated in writing for that purpose, all of the applicant’s books, records and papers at any reasonable time before the application is approved and the permit issued.
