It shall be unlawful for any person to distribute or cause to be distributed any circulars, handbills or other written or printed matter for advertising purposes on behalf of any other person unless the other person shall have first obtained a license therefor. It shall be the duty of any person making the distribution to ascertain as to whether or not the proper license has been obtained by the other person.
