(A) The members of the Library Board of Trustees shall be appointed in accordance with the policy for City Council appointments to authorities, boards, commissions and committees (appointments policy). The majority of the Board shall consist of citizens at large within the city; however, any remaining seats after the majority (five) has been met by city residents may be filled by residents within the Cleveland County Schools Kings Mountain Service Zone.
(B) Not more than one member of the governing body shall be a member of the Library Board of Trustees at any one time.
